About me

Hi, I’m Josh.

I am a Postdoctoral Research Associate at the Annenberg Institute at Brown University and an education policy researcher and computational social scientist. I earned my Ph.D. in Educational Leadership from Penn State after spending ten years as a secondary social studies teacher in rural western Pennsylvania.

My research examines how the structure of public education shapes education opportunity, with particular attention to school district boundaries, education finance, special education, and the political and administrative systems surrounding schools. I use quantitative and computational methods to study these questions.

My recent work includes school district gerrymandering and secession, school district partisanship, teacher collective bargaining agreements, special education finance and policy, and large-scale analysis of Individualized Education Plans.
